Google Ads Conversion Tracking for Lead Generation: Count Real Leads, Not Clicks

Google's bidding system optimises toward whatever you call a conversion. Count the wrong thing and the account gets better and better at producing the wrong result. Here's how to set it up properly.

Google Ads Conversion Tracking for Lead Generation: Count Real Leads, Not Clicks

Conversion tracking for lead generation should count only actions that represent a real enquiry, such as a completed form, a phone call of meaningful length or a booked appointment, and should mark those as the account's primary conversions. Everything else, from page views to button clicks, should be secondary or not tracked at all. Then, ideally, import which leads became customers, so bidding learns what a good lead looks like.

Key takeaways

  • Google's automated bidding optimises toward your primary conversions. Choose them carefully.
  • Count completed actions (form submitted, call connected), not attempts (form loaded, button clicked).
  • Set a minimum call duration so wrong numbers and hang-ups don't count.
  • Remove duplicate conversions. One lead should count once.
  • Import qualified leads or sales from your CRM so bidding learns quality, not just volume.

Why this matters more than anything else in the account

Smart Bidding strategies (Maximize Conversions, Target CPA and others) use your conversion data to decide which searches and users to bid on. If a "conversion" includes things that aren't leads, the system learns to find more of those things.

We've seen this first-hand. In our Pro Drain Cleaning case study, rewiring conversion tracking to count only calls from ads, contact-form submissions and phone-number clicks was the biggest single reason cost per real lead fell from $716.65 to $90.23. The campaigns didn't get cleverer. They started optimising toward the right thing.

Step 1: Decide what a lead is

List every way a customer can contact you from an ad click:

  • Calls directly from the ad (call assets)
  • Calls from the website (a phone number on the landing page)
  • Form submissions
  • Booking tool appointments
  • Chat or messaging conversations

For each, decide whether it represents real buying intent. For most service businesses, all of these can be leads. Newsletter sign-ups, brochure downloads and "time on site" aren't.

Step 2: Set primary and secondary conversions

In Google Ads, each conversion action can be primary (used for bidding and in the main "Conversions" column) or secondary (reported for observation only).

Action Suggested setting
Completed contact form Primary
Calls from ads above a minimum duration Primary
Calls from website above a minimum duration Primary
Booked appointment Primary
Clicks on phone number (mobile) Primary or secondary: a weaker signal, since a tap isn't a connected call
Page views, scroll depth, button clicks Secondary or don't track
Newsletter sign-up Secondary

Step 3: Track form submissions correctly

The most reliable method is firing the conversion on a thank-you page reached only after a successful submission, or on a confirmed submission event. Common errors:

  • Tag fires when the form page loads, not when it's submitted
  • Tag fires on a button click even when validation fails
  • Form submits by AJAX and never fires the tag at all

Test by submitting a real form, and also an invalid one. Only the real one should count.

Step 4: Track phone calls

Phone calls are often the most valuable leads for service businesses, and the most commonly untracked.

  • Calls from ads: use call assets with call reporting on, and set a minimum call length so short calls don't count.
  • Calls from your website: use Google's website call conversions (a forwarding number swapped onto your page), or a call tracking provider that sends conversions to Google Ads.
  • Clicks on a phone number: easy to set up, but they measure intent to call, not a connected call. Treat them as a weaker signal.

Step 5: Remove duplicates

Duplicates inflate results. Common sources:

  • The same form tracked by a Google Ads tag and an imported Google Analytics conversion, both set to primary
  • Thank-you pages that can be reloaded, firing again each time
  • Conversion counting set to "Every" for leads, when "One" per click is usually appropriate

For lead generation, set counting to "One" in most cases.

Step 6: Import offline conversions

The most powerful step, and the most often skipped. Once you know which leads became qualified opportunities or paying customers, send that back to Google Ads:

  • Enhanced conversions for leads matches leads using hashed first-party data such as email, then lets you upload later outcomes.
  • Offline conversion import uploads conversions using the click identifier (GCLID) captured with each lead.

With this in place, you can bid toward qualified leads or sales instead of all leads, which matters most when many enquiries are low quality.

Step 7: Check against reality every month

Compare:

  • Conversions reported in Google Ads
  • Leads your team actually received from ads (in your CRM or inbox)

They won't match perfectly because of attribution windows and untracked sources, but they should be close. A large gap in either direction means something is broken.

Consent and privacy

In regions with cookie consent requirements, including the UK and Canada and for EU visitors, consent choices affect what can be tracked. Google's consent mode lets tags adjust to the user's consent choice. Set it up with your consent banner rather than simply turning tracking off, or on, for everyone.

Frequently asked questions

What should I track as a conversion in Google Ads for lead generation?

Completed form submissions, phone calls above a minimum duration, booked appointments and messaging conversations that represent real enquiries. Set these as primary conversions. Page views, button clicks and newsletter sign-ups should be secondary or not tracked.

What's the difference between primary and secondary conversions?

Primary conversions are used by Google's automated bidding and appear in the main Conversions column. Secondary conversions are reported for observation only and don't influence bidding.

How do I track phone calls from Google Ads?

Use call assets with call reporting for calls directly from ads, and Google's website call conversions or a call tracking provider for calls from your website. Set a minimum call duration so very short calls don't count.

What are offline conversion imports?

They send later outcomes, such as a qualified lead or a closed sale, from your CRM back into Google Ads, matched to the original ad click. This lets bidding optimise for lead quality rather than lead volume.

Why do my Google Ads conversions not match my actual leads?

Common causes are tags firing on page loads or clicks rather than completed actions, duplicate conversion actions, untracked phone calls, consent restrictions, and differences in attribution windows.
